Request for Proposals- Lead and Asbestos

ACCORD Corporation invites Contractors that perform the following services to submit a proposal for the following items:


  1. Lead Paint initial assessment and final clearance testing. Pricing shall be two segments- 1) Initial lead-based paint assessment of entire building including mileage/time spent, visual inspection, testing using an X-ray fluorescence lead paint analyzer, taking of samples of dust and soil, laboratory analysis and written report of activities/findings. 2) Lead based paint clearance testing including mileage/time spent, taking of samples of dust and soil- as applicable-, laboratory analysis and written report of activities/findings. ACCORD anticipates 10-12 buildings to be assessed annually.

  2. Asbestos assessment. The asbestos testing firm will be contacted to perform asbestos survey and sampling for testing. After testing the firm will be responsible for providing a report to ACCORD as per EPA/NYS regulations and format showing all testing data and results. ACCORD anticipates 10-12 buildings to be assessed annually.


**Please note that the above proposals are to be submitted on a “per unit” rate. The services will be performed on single family homes, duplex’s and/or multi-family buildings. Example: a building has 4 apartments- your total fee would be X times 4 for that building.


Proposals should include the following information:

  • Company name and contact information.

  • Verification of status as a Service-Disabled Veteran Owned, Section 3, or M/WBE business, if applicable.

  • Proof of general liability and workman’s compensation insurance.

  • Licensure.


Submission Schedule

Proposals should be submitted via email to rehab@accordcorp.org by March 26th at 3:30pm.


Selection Process

ACCORD will review all proposals and select the lowest responsible bidder who best meets the project requirements and budget. ACCORD reserves the right to reject any or all proposals without explanation. ACCORD encourages qualified Service-Disabled Veteran Owned, Section 3, and M/WBE businesses to apply.
