Allegany County Housing Programs Income Guidelines
2008 Section 8 Income Guidelines
Genesee Valley Improvement Corporation:
Provides decent, safe, affordable apartments to low-income, elderly, and/or handicapped individuals and families. ACCORD Corporation's affiliate title-holding property
management corporation. Apartments have base rents set by the State as follows:

Eligibility criteria: Thirty percent of a family's monthly income (less a utility allowance) must be at or below the base rent for the apartment, or the rent must be 30% of the monthly income.
Owner-Occupied Home Improvement Programs
The Housing Rehabilitation program provides grants to income eligible homeowners and landlords who commit to keeping their units affordable and available to low-income renters by repairing their dwellings to ensure the buildings comply with current codes and/or Housing Quality Standards. The program provides grants of up to 60% of the total repairs needed, with the remaining
40% through sources such as other grant/loan funds or client contribution.

Eligibility criteria: The program is available to all low- to moderate- income homeowners in Allegany County with total households incomes of less than 80% of median. Grant recipients must maintain the improved unit as their principal place of residence for two to five years following the completion of the project or repay the entire grant. Any home improvement, which makes the unit safer and more energy efficient is eligible.
Other home rehab programs are available to very low to low income homeowners at no cost. Eligible rehab activities include the elimination of health and safety hazards, correction of code violations, energy conservation measures, and preservation of existing housing stock.
- Eligibility criteria: Grant recipients must live in the home for five years
following completion of the rehabilitation or repay all or part of the grant.
Household income cannot exceed 50% of area median.
Emergency Repairs for the Elderly
Provides
for emergency repairs to elderly homeowners with total household income
of 50% of median or less. Average subsidy per unit is $1,200.00. Program limited by funding availability.
Rental Assistance - Section 8
Provides monthly subsidies
directly to landlords, with tenants contributing no more than 30% of their
adjusted income toward their rent and utility costs. Some tenants receive
utility reimbursements.

Eligibility Criteria: Based on the tenant's total household income, with limits set by the U.S. HUD.
Home Ownership Assistance Programs
The Home Ownership Assistance Program is aimed at providing information and referrals to potential first-time homebuyers in an effort to help secure the funding necessary to purchase a home.
ACCORD, as a Housing and Urban Development (HUD) Local Housing Counseling Agency, administers a Housing Counseling Program which provides the following services:

Pre-purchase homebuyer counseling

Homebuyer Education Program

Counseling to resolve or prevent mortgage delinquency or default

Non-delinquency post-purchase counseling, including improving mortgage terms and home improvement

Counseling and education on locating, securing, or maintaining rental housing

Counseling on shelter/services for homeless individuals and families

Application for grants for funding or homeless resources
